Energy efficient grant schemes

In a bid to reduce fuel poverty, (where a customer spends more than 10% of their income on heating and lighting) the governments of England, Scotland and Wales have set up grant schemes to improve heating and insulation in properties.

• Warm Front (England)

• Warm Deal (Scotland)

• Home Energy Efficiency Scheme (Wales)

Warm Front is the government's main grant-funded programme for tackling fuel poverty in England and was launched in June 2000. Households who meet the eligibility criteria are offered a grant of £2,700 or £4,000 (if oil central heating has been recommended) to help with their insulation and heating such as:

• Loft insulation

• Draught proofing

• Cavity-wall insulation

• Fitting central heating

• Fitting gas room heaters with thermostat controls

• Hot water tank insulation

• Energy efficient light bulbs

• Converting a solid fuel open fire to a glass front fire

The Warm Deal is a grant scheme offered by The Scottish Executive. The scheme provides a grant of up to £500 to make homes more energy efficient and keep you warmer during the winter. The scheme is available to households that receive benefits and meet the eligibility criteria. Work that can be carried out includes:

• Cavity wall insulation

• Loft insulation

• Draught proofing

• Hot and cold tank and pipe insulation

• Energy advice and up to four Energy Efficient light bulbs

The Home Energy Efficiency Scheme (HEES) offers grants to low income households, who may be in fuel poverty. The scheme is working towards reducing fuel poverty by lowering energy bills and improving energy efficiency. Households that receive benefits and meet the eligibility criteria can apply for a package of heating and insulation improvements up to £3600, or up to £5000 if oil central heating required.

Work that can be carried out includes:

• Draught proofing

• Cavity wall insulation

• Hot water tank insulation

• Gas room heaters

• Electric storage heaters

• Converting a solid fuel open fire to a glass fronted fire

The Energy Efficiency Commitment (EEC) ran between 1 April 2002 and 31 March 2008, and required energy suppliers to achieve targets for improvements to household energy efficiency in Britain. The EEC was developed to help reduce the effects of greenhouse gas emissions on the climate, as well as to help tackle fuel poverty for low-income consumers.

The EEC was succeeded by the Carbon Emissions Reduction Target (CERT) in April 2008, and obliges energy suppliers to achieve set targets for promoting reductions in carbon emissions in domestic households. The aim of CERT is to double the level of activity seen under the EEC and maintain a focus on vulnerable customers.
