Drivers who do not take out adequate car insurance think they will not be punished hard enough, the British Insurance Brokers' Association (Biba) has stated.
And government officials have never blatantly said that driving without such insurance deals is a fundamentally bad trait, the organisation added.
Technical and Corporate Affairs Executive at the firm Graeme Trudgill noted that motorists do not perceive the offence as being a "serious crime" and are willing to pay out a fine if they are stopped without it.
However, as new measures have been taken drivers will find it increasingly hard to avoid detection in the future, he asserted.
He commented: "Times are changing. We've got the motor insurance database and police have got the power to seize vehicles. We've got a new enforcement agency that's going to be launched next year."
Biba looks to represent the interests of insurance brokers who operate in the UK.
