A group of 35 organisations has put pressure on the government to take positive action on sustainable and renewable energy.
Energy minister Malcolm Wicks is due to present the prime minister with a report this summer, outlining the direction of future energy policy.
In a joint statement the group, which includes Greenpeace, Energywatch and the National Farmers Union, called for action on energy saving and renewable energy.
It said that the government should aim to make the UK one of the top five EU members for renewable energy contribution by 2025.
Philip Wolfe, chief executive of the Renewable Energy Association, said: "This is the last chance for government to bring forward a sustained package of measures to deliver the objectives set out in 2003.
"Industry is looking for strong signals so we can invest in the necessary changes to our energy system."
"It is only two years since the last energy review put energy efficiency and renewables at the heart of the fight against climate change," said director of the environmental think tank Green Alliance, Guy Thompson.
"The government needs to grasp the nettle and develop a long term framework that will allow these technologies to deliver the carbon reductions that we so urgently need."
