Consumers are responding to the record price increases implemented by the UK's energy companies, with customer satisfaction levels only reaching 57%.
The survey by uSwitch.com also found that 27 million customers thought that they were paying too much for their gas and electricity needs.
With the country's six biggest energy providers recording combined profits of £4.8 billion, nearly six million customers have been plunged into fuel poverty.
Ann Robinson, director of consumer policy at uSwitch.com, said: "This should be a wake up call for energy suppliers. Not only are they under-delivering on customer satisfaction but we have now seen the six major energy suppliers increase energy prices by an average of £213 in the last year.
"The 10.4 million electricity and 7.8 million gas customers who have never switched are paying hand over fist for their gas and electricity and will see their bills approach the £1,000 mark for the first time since liberalisation," she added.
Over half of Powergen's customers were not satisfied with their energy supplier.
The best performer in terms of customer satisfaction was Scottish and Southern Energy.
