The European Commission (EC) has said the European Union could save around €100 billion per year if states were to cut energy waste by one fifth by 2020.
Some 75 new measures have been set out by the EC to focus on the long-term security of energy supply issues and also curbing the rising levels of energy consumption.
Among the measures discussed are the introduction of tougher standards for electrical goods and appliances and a low-energy building strategy.
The EU may also consider a move which would reward consumers who embrace more energy efficient strategies by presenting them with incentives such as tax credits.
Andris Piebalgs, EU commissioner, said: "By saving energy, Europe will address climate change, as well as its rising consumption and its dependency on fossil fuels imported from outside the union's borders."
