A new investigation is set to be launched by Ofgem to consider whether the largest gas and electricity companies need more to help to meet climate change regulations.
The regulator will analyse the situation to determine if more stringent rules could help government targets to be met and if firms need to adhere to a new framework.
Chief Executive at Ofgem Alistair Buchanan noted that while current regulations have lowered the cost of energy for consumers and improved the efficiency of the industry, the future now needs to be considered.
"We need to know that the regime can continue to promote innovation from the companies at the level required for the future," he commented.
He added that the current network needs to be developed in order to take into account currently isolated forms of renewable energy, such as wind farms.
A report this week from Energy Watch claimed that poorer customers - those with a prepayment meter - are paying up to 45% more for their energy.
