Greater measures must be taken by the government in order to offer a helping hand to those struggling to pay for energy, Friends of the Earth has claimed.
Instead of lower bills or greater income for what the organisation called the fuel poor, the government could introduce another strategy such as a windfall tax against energy firms, it said.
Finance made this way could be redirected towards low-carbon homes that offer improved insulation for people close to poverty in this manner.
Low-Carbon Homes campaigner at Friends of the Earth Ed Matthew remarked that the government should concede defeat in this area.
He commented: "The government must use this week's budget to prioritise urgent action on climate change and help the poorest members of society to keep warm. It must fulfil its promise to end fuel poverty for vulnerable groups by 2010."
Recently, more people have slipped into the bracket labelled fuel poverty, uSwitch.com revealed this week, due to price hikes.
