Vulnerable consumers could find it difficult to change their energy services because these are not straightforward enough, according to a new report.
The findings from the National Audit Office (NAO) stated that while price controls have been brought in over the last few years, service providers could still do more in a bid to improve the situation.
And there is not enough information available for people wanting to switch deals, the NAO added.
Head of the NAO Tim Burr argued that regulators have a responsibility to develop reasonable markets for consumers.
"Ofcom, Ofgem and Postcomm need to be vigilant, and be prepared to use their other powers when necessary, to ensure genuine competition is present and that it is working to serve consumers," he commented.
Last week, the Fuel Poverty Advisory Group suggested that the government could offer more help to those who have difficulty paying for energy, while fuel poverty will not be eradicated by 2010.
