RWE and the Swedish firm Vattenfall are set to link up and make a bid for British Energy, it has been reported.
Under the terms of the agreement, RWE would make the approach by itself and then sell on elements of the business to the other company, said the Times.
Such a development may well come as bad news for EDF Energy, the publication stated, which had its own ambitions of proposing a possible bid.
A number of nuclear energy plants are run by British Energy in the UK, such as one based in Hartlepool.
The government is planning to sell its remaining 35% stake in British Energy after offloading another portion of it last year.
But the Conservative party has claimed that difficulties may be seen if the outfit is bought out by an overseas operator.
"Gordon Brown sold our gold for tuppence. He may be about to do the same thing with our prime nuclear assets," contended Business Spokesman Alan Duncan, MP for Rutland and Melton.
