An emergency code amendment to the ICSTIS code of practice for premium phone numbers, has been approved by Ofcom.
The amended guidelines, which are aimed at tackling rogue premium rate operators, network suppliers would have to wait at least 30 days before making payments to service providers.
The proposal follows Ofcom voicing concerns about the premium rate industry in its report to the Department of Trade and Industry in December 2004, entitled the Regulation of Premium Rate Services.
According to the report, the frequency with which network operators had been paying service operators, often meant they could be paid before any complaints could be investigated.
Ofcom is inviting comments about the amendment to the code, to be received by 17:00 BST on Friday June 11.
