Communications regulator Ofcom has seen an increase in complaints about silent calls over the last year and has announced its intention to tackle the issue.
The watchdog said silent calls - along with fixed-line mis-selling - accounted for the largest number of consumer complaints received in the 12 months to September.
In a report it said that over the period, the number of grievances aired by consumers about silent calls increased from 300 a month to around 1,050 a month.
Chief Executive Ed Richards said "Action against the scourges of slamming and silent calls remain priorities for Ofcom over the coming year."
However, the regulator also confirmed that complaints from consumers finding it difficult to switch their home phone supplier have fallen over the last year.
Consumers looking for a better home phone tariff or a bundled package that includes broadband and digital TV should compare deals online.
