The Consumer Council for Water (CCW) has issued its latest report on the cost of water.
In the report, the CCW has urged water companies to get back on track and give consumers the service they have paid for.
The figures showed the water industry spent £3.4 billion in 2005-06, which is less than the £4.3 billion Ofwat expected to be spent by the companies.
And following this, the CCW is calling for companies to deliver clear benefits to the consumers at the speed at which they pledged.
Dame Yve Buckland, CCW spokeswoman, said: "Delayed projects have an impact on consumers. We know that it is only the first year in a five-year investment period and the industry has time to catch up.
"However, this is an awful lot of money and it translates into projects and programmes like work on maintaining and improving pipes, sewers and treatment works."
