The Water Industry Commission (WIC) has granted its qualified backing to troubled Scottish Water, it was announced this week.
The tentative backing has been given to the water company due to the work it has done in aiming to improve Scotland's infrastructure.
A report by the WIC found that 90 per cent of the planned improvements for the 2002-2006 period had been delivered.
The organisation said that Scottish Water's efforts had been "significant" and had seen the incidences of sewerage overflows and old mains reduced, as well as better water supplied to homes.
In recent months, the company has seen its chairman Professor Alan Alexander resign, as well as the rejection of its four-year plan by industry officials, the Scotsman reports.
Despite the setbacks, its 2006-2010 plan has now been accepted and Ronnie Mercer has been appointed to replace the departed chairman.
