A group of MPs have stated that water meters should be installed in every property in a bid to create new confidence in the industry.
Such measures may also enable householders to conserve water and build up trust in service providers, reports the Times.
Moreover, current water use figures will be unsustainable in the future, the group noted, as each person uses 159 litres of water on a daily basis.
And structures that were created when the industry was privatised need to be amended, claimed the group, which is chaired by Scunthorpe MP Elliot Morley, ex-Water Minister.
A 25-year plan in terms of pricing reviews should be considered, it suggested, as such a development could enhance the situation.
Last week, the regulator Ofwat released guidelines for water companies looking to make charges for services in the future.
The organisation claimed that this may open up the possibility of greater competition in the sector in the months to come.
