With much discussion of how broadband providers should cope with video downloads, the BBC has suggested an internet usage charter.
BBC director of future media and technology Ashley Highfield has suggested that broadband suppliers, content providers and internet users should agree to terms of provision and usage in an attempt to ensure that all sides benefit from burgeoning demand for live video streaming over the internet.
The first rule set out for internet service providers (ISPs) is that marketing of unlimited broadband packages "should mean unlimited", with no caps on downloads imposed.
ISPs could then use this more heavily as a marketing tool to attract high-usage customers.
"Content providers, if they find their content being specifically squeezed, shaped, or capped, could start to indicate on their sites which ISPs their content worked best on (and which to avoid)," Mr Highfield suggests.
Mr Highfield has a responsibility for many of the BBC's online projects and has increased the number of people using its web services to over 14 million per month.
